中英雙語新聞(26)

 1. 教育部長蔣偉寧昨天(17)原本要到立法院專案報告「常態性大專學雜費調整草案」,但場外有學生團體抗議,朝野立委也一致反對學雜費調漲,不願為教育部背書,不讓蔣偉寧部長上臺報告;最後委員會決議,請教育部再蒐集各界意見、重新擬定方案,擇期再到立法院報告。

Yesterday, Minister Jiang from the Ministry of Education originally needed to have a formal report on the elevation of tuition fees in the local colleges and universities. However, there were students protesting outside the Legislative Yuan, where Minister Jiang was supposed to make the presentation. Meanwhile, legislators from all parties were against the tuition adjustment and they refused to endorse such adjustment. Hence, Minister Jiang was rejected to report the new scheme in the Legislative Yuan. The committee formed by the legislators reached a conclusion in the end that the Ministry of Education should recollect opinions from all parties, redraft the scheme and choose another date to report in the Legislative Yuan.

2. 教育部十二年國教「國中適性輔導列車」,本周介紹新竹縣竹東國中推動適性輔導作法,竹東國中是新竹縣生涯發展教育中心學校,校內除了提供職群的多元探索體驗,還強化技藝教育課程,去年技藝專班34位學生,有33位在技藝競賽中獲獎,還有學生在戲劇表演方面傑出,獲得電視金鐘獎。

In the 12-year compulsory education scheme focusing on the proper training for students entering different fields, this week, the Ju-dong Junior High School is introduced for its consultation of students opting for their own interests. The junior high school itself is the career education center in Hsihju county. Inside the school, multiple explorations towards different professions are offered, with the skill training courses solidified. Last year, 33 students from the 34-student skill training class won in the talent contests. Moreover, there are students who perform well in the field of drama and won themselves the Ji-Jong prize, the highest honor in the TV industry in Taiwan.

3. 華語成為世界優勢語言,國立臺灣師範大學和美國加州聖地牙哥教育局昨天(17)簽署合作聲明書,將共同發展「亞洲語言教學中心」,美國政府投入3千萬美元,每年提供師大20個到美國實習的名額,希望師大學生不僅教華語,還能用華語教導數學、科學等科目;師大將協助培訓華語文師資,並提供網路遠距教學。

As Mandarin (or Chinese) has become more and more important, the National Taiwan Normal University and the San Diego Unified School District had signed a form of declaration yesterday. The two parities will jointly develop an Asian language center, in which the US government will invest 30 million USD in it. Annually, there will be 20 internships available in the US for students from National Taiwan Normal University. It is hoped that the students from National Taiwan Normal University will not merely teach Mandarin but also use Mandarin to teach other subjects such as math and science in the U.S. The National Taiwan Normal University will help to cultivate Mandarin teachers as well as offering the distant learning programs.

4. 十二年國教即將實施,今年是國中基測舉辦最後一年,有國中老師反映,由於免試入學比例達到65%,現在就有學生無心讀書了;副市長蔡炳坤昨天(17)和臺中市高中職校長座談時,憂心忡忡的表示,國三學生無心唸書,會造成高一新生素質下降,提醒高中職校長要做好高一補救教學的措施。

Since the 12-year compulsory education scheme is on its way, it will be the last year the senior high school exam is held in Taiwan. Some teachers have voiced that since the quota for exam-free students is 65% this year, some students have not wanted to work academically at present. At a seminar with the principals from the high schools and vocational schools in the city yesterday, Taichung City Deputy Mayor Tsai, Bing-kuan worriedly pointed out when the 12 graders do not want to focus on their study, the quality of the 13 graders will be lower. He reminds the principals to do remedy courses in terms of this in the near future.

5. 美國「新世紀科學標準」,由26個州以及幾個全美性科學機構共同合作研發,這個標準將減少一些課程標準,讓學生改變只是背誦資訊的方式,希望學生能進一步了解科學家們是如何調查及獲取科學知識。全美各州將自行決定是否採用這套新研發的標準。

In the U.S., the Next Generation Science Standards are collaboratively researched and developed by 26 States and the scientific institutes in the nation. The Standards will lessen certain curriculum standards and make students alter their habit of memorizing information. It is hoped that the students will know further about how scientists have investigated and obtained the scientific knowledge. The various States in the US will each determine whether it will adopt the newly developed Standards or not.
