1. 教育部青年發展署102年度青年海外生活體驗專案貸款，從即日起受理申請，歡迎有意到海外從事遊學、打工度假，實現海外生活體驗夢想的20到30歲國內青年，向臺灣中小企業銀行各地分行申請，每位青年最高可以貸款新臺幣12萬元。詳情資訊可到青年署網站查詢。
The Youth Development Administration, Ministry of Education is launching the 2013 youth overseas living exchange program loan. Starting from today, anyone between twenty to thirty years old interested in living, studying, working, and taking a vacation overseas can apply for the loan in local banks. The maximum amount that one can get from the program is one hundred and twenty thousand dollars. For more information please refer to the Youth Development Administration website.
2. 南投縣仁愛鄉發生芮氏規模6.1的地震，根據教育部校安中心的最新統計，全臺共有174所學校傳回災損，有39人受傷，其中，以臺中市70校、南投縣49校和彰化縣20校比較嚴重，災損金額初估2,250萬多元。學校部分以私立明道高中、國立水里高級商工職業學校和私立三育高中災損金額比較多。
An earthquake of Ritcher scale 6.1 hit Nantou Province, Ren-Ai Township. Based on the calculations of Campus Security Report Center, Ministry of Education, 174 schools reported losses and 39 were injured. Among them, 70 Taichung city schools, 49 Nantou province schools, and 20 Changhua province schools suffered severe losses, an estimate of the financial loss sums up to 22.5 million dollars. Private Ming Dao High School, Public Hsui Lee Vocational High School, and Private Shan Yu High School had great losses as well.
3. 提倡文學閱讀與寫作風氣，南華大學舉辦「南華文學獎」新詩徵選，分有大專組及高中組兩個組別。大專組參加對象包含，各校大學部、博碩士研究生，以及外籍在台留學生，將錄取7名，最高首獎獎金3萬元；高中組也錄取7名，最高首獎獎金1萬元。徵文到4月30號截止收件。歡迎全國青年學子踴躍報名。
To promote the trend of good reading and writing habits, Nanhua University hosted the Nanhua Literature Award, collecting new poetry within the two groups: universities and high schools. The universities group includes college students and research students in the Master or Doctoral programs, and foreign students studying in Taiwan universities. There will be seven awards with the champion awarded with thirty thousand dollars. There are also seven awards in the high school group, with the champion awarded with ten thousand dollars. The call for submission ends on April 30th. Everyone is encouraged to participate.
4. 行政院農業委員會推動青年農民專案輔導計畫，即將開放申請，凡是18歲到45歲有意從事農業的青年， 4月1號到26號可以向各區農業改良場提出申請。農委會每年會遴選100名青年，提供2年的專案輔導，內容包含個案陪伴，生產技術以及低利貸款協助等；預計5月30號公告錄取名單。
The Executive Yuan Council of Agriculture is promoting a guidance program for young farmers soon to be open for application. If you are between 18 to 45 years old and willing to work in the agricultural field, you can send the application to local extension stations from April 1st to 26th. Every year, the Council of Agriculture will select 100 youths and provide a 2-year guidance program, with contents such as individual tutoring, production techniques, low-interest-rate loan, and so on. The admission list is expected to be announced on May 30th.
5. 美國許多學校行政主管意識到，一度被認為浪費每天寶貴上課時間的學生品格教育，實際上可以幫助學生有更好的學習表現。密蘇里州立大學聖路易分校教品格教育的馬文•貝爾科維奇教授認為：「良好的品格教育就是好的教育工具，如果學童在學校覺得受重視、感到安心，並相信老師是以學生的最佳利益為優先考量，他們當然會致力於學習。」
Many executive managers in schools realized that the once thought to be time-consuming character education is actually helping the students perform better academically. Professor Marvin Belkevich of St. Louis University, state of Missouri thinks that a good character education is a good tool for education. If a student feels respected and comfortable in schools, and believes that the teacher is doing what’s best for them, it is only natural that they will work hard in their studies.
6. 香港當局公布未來十多年改善空氣質素的藍圖，期望到2020年，空氣質素達到新水平。香港運輸及房屋局局長張炳良表示，將會從海陸空交通運輸著手改善空氣素質。在陸上方面，香港正重組公車路線，以減少公車壅塞時所產生的廢氣。另外，也會鼓勵公車公司採用更多環保產品。在海上部分，將加強管制船舶排放黑煙的標準。
Hong Kong published the blueprint for improving air quality for the next decade. It is hoped that in year 2020, there will be a new standard for the quality of air. The Hong Kong head of Transportation department, Chang Bing Liang stated that the improvement will start with air, ground, and sea transportations. For ground transportation, the Hong Kong government is reorganizing the bus routes to decrease the air pollution caused by traffic jams. Also, they will encourage bus companies to use more eco-friendly products. For sea transportations, a strict restriction on gas leakage will be imposed on boats.
